having family as a donnor?

Hi me and my husband have been trying to conceive for the past 10 yrs with only 1 success which ended in an early miscarriage . I have Pcos and my husband only has 3% viable sperm in 2 million .
We have had 6 months of Clomid treatments each dose higher than the last didn't ovulate , after this we did gonal f injections with puregon which my ovaries did not respond corecctly ever we did 4 months then we decided to take a break.
we were told to look into egg donation and sperm donation and I am looking to coming to spain for IVF I would like to know if my husband sister who volunteered to give her ovule and my brother decided to give his sperm would this be possible ?
And are there ant test that we could do to check its not a genetic problem ?

    We would like to inform you that in Spain the law provides that gamete donation should be anonymous and that therefore it is not possible for an acquaintance of yours to be your donor. Moreover, the choice of donor has to be carried out by the medical team taking into account your physical characteristics in order to facilitate the integration of the baby in his or her family environment.

    On the other hand, in order to assess your case better and decide what treatment would be most appropriate and whether or not a donation is necessary, we recommend you make a first appointment with a specialist in assisted reproduction.
